About Forest Park Winton Trail Plan

The City of Forest Park, in collaboration with Tri-State Trails, Great Parks, the Winton Woods City School District (WWCSD), and the Hamilton County Engineer's Office (HCEO), completed a feasibility study to evaluate a north–south shared-use path along Winton Road from Sharon Road to Kemper Road. The study marked an important step toward improving connectivity, creating safer routes to school, and expanding active transportation options in Forest Park.

Winton Road is the community’s primary north–south corridor, connecting Greenhills to the south and I-275 to the north. This four- to six-lane arterial carries 22,000–27,000 vehicles per day and previously had no sidewalks between Sharon Road and Waycross Road. It also lacked a safe walking and biking connection to Winton Woods High School and the Forest Park Municipal Complex—an issue identified in the WWCSD Safe Routes to School Plan. The feasibility study addressed these gaps and explored opportunities to better link the core of Forest Park to the Mill Creek Triangle and Winton Woods.

Tri-State Trails partnered with the City of Forest Park to prepare an Action Plan for the Winton Road Trail. The plan recommended a preferred shared-use path alignment and outlined key implementation steps, including potential right-of-way needs and a prioritized funding strategy aligned with state and federal grant opportunities. Community input informed the final recommendations and helped shape a vision for a safer, more connected Forest Park.

Winton Trail - Funding Update

The City of Forest Park recently secured construction funding from two separate grant sources to build the Winton Trail! The Ohio Department of Transportation (ODOT) awarded the project $200,000 through the Bicycle & Pedestrian Special Solicitation Grant, and the OKI Regional Council of Governments awarded $1,027,488 for construction.

Having an adopted trail plan in place helped strengthen the City’s grant applications by demonstrating that they had evaluated alternatives, completed the necessary planning, and identified a clear path forward for implementation.

With construction funding in place, the project will now move into the design and engineering phase, with potential construction completion in 2028.

Proposed trail alignment

After reviewing existing conditions and exploring alternatives, a trail alignment along the west side of Winton Road and north side of Sharon Road was selected as the the preferred alternative.

This alignment allows for a short connection to Great Parks’ Winton Woods to Glenwood Gardens Trail, and improves the alignment of US Bike Route 25 by separating it from traffic.

The feasibility study was completed by Tri-State Trails and in October 2024, the Forest Park City Council adopted the plan. You can review the full plan here: Winton Trail Plan

Public Engagement Process

The project team developed the initial proposed routes and alternatives for the Winton Road Trail. Tri-State Trails hosted an in-person Public Open House on October 29, 2024, to present an overview of the project and gather input on the proposed trail route alignments. The same information shared at the Public Open House was posted on this website along with a link to an online survey for additional feedback. Details from the open house are provided below:

Public feedback for the Winton Trail Feasibility Study was collected through an online community survey. Community members were encouraged to review the project materials before completing the survey.

The online survey opened on October 28, 2024, and remained open for 30 days for the public to provide feedback on the proposed Winton Trail in Forest Park.

Tri-State Trails presented our initial recommendations to the Forest Park City Council at their October work session, where the Council approved the plan. The information shared with City Council was also presented to the public through an open house and an online survey to gather feedback for the final plan.
